NIH Salary Cap Update FY2024

The Office of Personnel Management released new salary levels for the Executive Pay Scale effective January 1, 2024. As a result of these changes the Federal Executive Level II (i.e., NIH salary cap) has increased to $221,900. On January 29, 2024, the National Institutes of Health released Guidance on Salary Limitation for Grants and Cooperative Agreements FY 2024 (NOT-OD-24-057).

Submitted Proposals and Active Awards   

For submitted proposals and active awards budgeted at the previous cap, if adequate funds are available, and if the salary cap increase is consistent with the institutional base salary, grantees may rebudget funds to accommodate the current Executive Level II salary level as of January 1, 2024. However, no additional funds will be provided to these grant awards.   

Upcoming and In-Progress Proposals 

CERES was updated on January 31st with the new salary cap, which will automatically populate new budgets going forward. Budgets that were created before the CERES update will need to be manually updated. You can update a budget on a Funding Proposal (FP) that is in progress by entering the new salary cap on the General Budget Information page. Please note that you can only update the cap if the FP is editable.

If the FP is already in Specialist Review…

  • and there are more than five business days remaining before the deadline, the record can be returned without review for revision, and resubmitted to Sponsored Research (SR).
  • For deadlines within five business days, SR does not recommend revising as the proposal will lose its place in the queue, and submission cannot be guaranteed, particularly given the heavy R01 deadline on February 5.
Letters of Intent that have already been signed for subawards under upcoming deadlines will not be revised unless there is a significant increase to your budget that has already been approved by the prime institution. In these cases, please contact Carrie Holbo for an exception.
